changes at the border into Mexico

we had a friend over to lunch today and she said there have been some changes at the border when one comes into Mexico

1. they were asked how many pets they had. they had two with them at the time. guard told them that only 2 were allowed per car and that if there were more, the solution was to take them back to US and walk them across. ummmm,OK......

2. for the first time ever, they were asked for proof of rabies shot for the pets. which they had. turns out there is one person solely hired to check rabies docs now.

3. they had a boat and they were asked for the TIP on the boat. they did not have it so it took an extra 30 min to do all the paperwork, not an issue- just a change.

So, that's the latest scoop.

Another note that is different than we experienced before when we crossed a week ago:

We had our Polaris UTV on a small trailer. They now make you go through the huge vehicle X-Ray Unit (like they put the buses through)

They said they are catching a lot of Guns coming through by doing an entire vehicle x-ray?

All they did was check the registration on the trailer and UTV, But the DID NOT search the vehicle , I am assuming since they X-rayed the entire thing?

Seems like everything changes little by little

Allowed Imports

This is a recent listing from the Mexican Embassy:

"What foods or products of US or Canadian origin can I bring into Mexico?

Pork: fresh, frozen, canned, cold cuts, dried, cooked or processed, packaging must indicate place of origin and bear the USDA logo or the ministry of agriculture seal (maximum of 15 kg. per person).

Poultry: fresh or frozen, or processed in USA with USDA logo and the label or inspection seal of the packaging must specify the state of origin (maximum of 3 turkeys or chickens per family).

Canned pâté from uncontaminated poultry products; packaging label must specify place of origin (maximum 3 items per person).

Pasteurized milk in liquid or powdered form, evaporated or condensed milk; fresh or ripened cheeses; butter or cream; packaging label must specify place of origin and bearing the ministry of agriculture seal (maximum 3 items per person).

Processed products made from the following: potatoes, legumes, oil-producing plants and seeds (such as sunflower seeds, coconuts, etc.), fruits, vegetables, malt, turmeric and roasted coffee.

Tobacco for smoke, dried, cook and canned foods.

Roasted Coffee, prunes, canned and packed spices, dried medicinal herbs.

Fruits and Vegetables cooked, dried or preserved.

All fresh or frozen meat products must have a United States Department of Agriculture (USDA) seal of inspection on the packaging if coming from the USA, or carry the seal of the Canadian Food Inspection Agency (CFIA) if they are from Canada.

Mexico has implemented a mechanism to prevent the introduction of Foot-and-Mouth Disease and other dangerous diseases, and as such we ask for your cooperation in not bringing into the country meat products, cold cuts or dairy products of European or South American origin. If you do bring them, declare them to the authorities.

Precaution

Under no circumstance can you freely bring in products not mentioned above or products from countries not authorized by Mexico.

The list of permitted products may vary according to changes in the health and safety conditions of the country of origin."

SAT/Aduana has issued new Duty Free limits for people entering Mexico by air and by land. The new year round limits are $500 US dollars per person entering Mexico by air, and $300 US dollars per person by land. As before, personal items (clothing etc) are exempted from the $300/$500 limits.

There is a flat 16% rate of duties and taxes, which is applied only to the amount exceeding the exemption (individual or combined). You must fill out a payment form, which is available at the Customs counter.

If the value of the goods surpasses three thousand dollars (per family member) after subtracting the US$300 exemption, or if any of the goods is subject to non-tariff regulations or restrictions, you must hire the services of a customs broker. Private brokerage services are always available at the airport.

If you bring a desktop computer, you may pay duties and taxes by filling out a payment form as long as the value of the computer when added to other goods do not exceed US$4,000. If the total value of the computer when added to other goods exceeds US$4,000 you must hire the services of a customs broker.

Mexico Doubles Customs Inspection Force and Improves Border Technology

In a greater effort to target tax-evasion and thwart potential efforts of smuggling and corruption, the Mexican government has replaced its 700 customs agents with over 1,400 newly trained and better-educated customs inspectors who have undergone extensive background checks. Announced on Sunday, Mexico’s customs authority spokesman Pedro Canabal said that “this change is part of our response to new demands in the fight against contraband” and also noted that the new deployments would improve Mexico’s tax collection, but the main benefit would be to prevent the entry of pirated and cheap goods that flood Mexico’s domestic industries. Military soldiers aided with some of the border controls during the transition.
