You can now purchase an annual National Park Pass,
good for all National Parks and Natural Protected Areas in Mexico,
for $260 pesos in La Ribera.
Day passes are available for $50 pesos.
Licensed tours in Cabo Pulmo National Park include a day pass
The park headquarters is on Santa Maria Street La Ribera, Tel 624 - 1300 195
(white building on left three blocks east of the soccer field, just before police office).
Open Monday to Friday 9am-5pm

Or take panga and guide from Cabo Pulmo. I think they'll take you to same place... but not sure.
If you don't have mask, and need to rent you have to do that in Cabo Pulmo.
