The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:

“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:

Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200

*Peso amounts are based on applicable exchange rate

This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).

Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.

The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”


Last Item:
Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

bookmark this site/thread as I will add pictures and issues from time to time.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...

right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

Lock up your satellites and batten down your power-lines because a Coronal Mass Ejection (CME) is headed our way. According to the National Weather Service's Space Weather Prediction Center (SWPC), it is the strongest Solar Radiation Storm since May, 2005. According to NASA, the CME is moving at almost 1,400 miles per second (2,253 km/s) and will reach the Earth's magnetosphere as early as 9 a.m. US EST on Tuesday, January 24 - give or take seven hours.

NASA says the radiation storm, which is ranked as an S3 (strong) event, is the result of an M8.7 class solar flare that erupted late on January 22, sending a CME and a burst of fast moving, highly energetic protons known as a "solar energetic particle" event towards the Earth. With the arrival of the CME, the SWPC forecasts G2 (Moderate) level geomagnetic storming, with G3 (Strong) levels possible. It expects the "enhanced conditions" to last through Wednesday.

The burst of solar wind has the potential to cause isolated reboots of computers on board satellites, damage power lines, and disrupt radio transmissions. It can also expose those in space or at high altitudes - in an airplane, for example - to intense radiation. There have already been reports of flights over the North Pole being rerouted and no launches into space are expected for the duration of the event for this reason.

On the upside, the collision of the energetic charged particles with atoms in the thermosphere is likely to result in quite the light show with particularly strong aurorae around the Arctic Circle likely.

Clothing, television screens, appliances, alcohol and 200 other goods will no longer be levied an import tax in Baja California Sur, after the declaration of a Border Economic Zone covering the entire peninsula.
On Friday, President Calderon and his economy minister, Antonio Meade signed in Tijuana a decree for the competitiveness and tariff reduction.

With this decree, coupled with the recent release from import duty of 204 other items, products that come not only from America but from Asia may be had at more competitive prices for local merchants.
Canned fish, articles for health care, clothing, footwear, big screens, wines and spirits, among others, are products whose tariffs will be reduced and also allow labeling at point of sale and not in the area input allowing further lower marketing costs

The 403m (1,321ft) tall Baluarte bridge spans a deep ravine in the Sierra Madre Occidental mountains in the north.

It is part of a new highway crossing some of Mexico's most rugged terrain, from Mazatlan on the Pacific Coast to Durango in the interior.

The cable-stayed bridge is so tall that the Eiffel Tower would easily fit under its central span.

Last year we watched the eagles hatching and feeding their eaglets on live streaming video at www.raptorresource.org . First egg laid last year was 2/23, so it should be about another month before there is much to see with the eagles. In the meantime, check out the live streaming video of bears in their dens at www.bear.org. We will be able to see them give birth and take care of their cubs. No Mas Basura - community cleanup - Friday Jan 13th at 8:30 am

Calling all residents - locals and foreigners
ARE YOU CONCERNED ABOUT OUR DUMP and the burning of trash?
Are you concerned about the recycling of plastics, batteries, scrap metal, etc in our town
Do you want to meet our mayor Joaquin?
Do you want to work alongside school kids and parents and clean up our town?
Then put some man hours in toward solving our town's trash issues
and join us this Friday Jan 13th at 8:30 am in front of the police station for a community wide Trash Cleanup.
We will organize into teams and clean up areas all over the streets and beaches of ES and LV - bring some gloves some refreshments and some xtra trashbags in case we run out.

Pick up trucks are critical for trash and worker transpo. We will meet back at the same spot after 3 hours of cleanup to give out No Mas Basura stickers and get a trash total and have refreshments - year one we picked up 15 tons of trash -year 2 we picked up 13 tons-
Come and join us!!! if you cant come at least do a big cleanup in your own area and put the bags out on the main road as the truck will be making runs all morning - Do you love this town? Then get involved!!

KiteGen looks to get wind-power off the ground


Wind-power has rapidly evolved over the last decade to become a key part of the alternative energy mix with towering rows of turbines now dotting horizons all over the globe. One of the drawbacks to the conventional windmill approach is that they are still low to the ground, so why not go to where the winds are stronger and more consistent - up. Like the Magenn Air Rotor System, KiteGen technology is aiming to do just that. The system generates energy by guiding tethered kites over a predefined flight path in order to rotate a ground based turbine and, while only in the testing and planning phases, it looks to be a promising solution. The large wings (or kites) in the KiteGen system are driven by avionic sensors located in a dome base that also houses an electric generator. The control system is designed to automatically guide the kites in order to rotate the turbine and maximize torque. As altitude increases, average wind speeds increase as well. This is a factor that traditional wind turbines cannot compete against, since they are stationary and are generally only able to reach heights of 100m.

The romance of carrying your accommodations with you and the excitement of arriving at a new destination can both be swiftly tempered by reality. Stuffing Tips from the National Turkey Federation

The National Turkey Federation recommends that stuffing be prepared and stuffed into the turkey immediately before it's placed in the oven for cooking. When making stuffing ahead of time, wet and dry ingredients should be refrigerated separately and combined right before stuffing the turkey. Turkeys should be stuffed loosely, with about 3/4 cup of stuffing per pound of turkey.

Use these two simple steps for determining when a stuffed roasted turkey is done cooking and safe to eat:

Insert a meat thermometer into the deepest portion of the thigh, not touching bone, and allow it to come to temperature for an accurate reading. Cook the turkey until the temperature when measured in the thigh reaches 180 degrees F. (When cooking a stuffed turkey breast, the temperature measured in the breast should be 170 degrees F.)
Move the thermometer to the center of the stuffing. Once the stuffing has reached 160 to 165 degrees F, the turkey should be removed from the oven and allowed to "rest" for 20 minutes. This makes carving easier and allows stuffing temperature to continue to rise to at least 165 degrees F.

If the turkey comes with a pop-up timer, a meat thermometer should still be used to check the temperature in the stuffing.


Roasting Turkey Cook until temperature reaches 170 degrees F in the breast and 180 degrees F in the thigh. Cooking times are for planning purposes only - always use a meat thermometer to determine doneness.

It may sound like the premise for the latest Pixar movie, but it's actually happening - four small autonomous aquatic robots have embarked on a 60,000-kilometer (37,000-mile) journey across the Pacific ocean. The Wave Gliders, built by California-based Liquid Robotics, left San Francisco last Thursday. All four will travel together to Hawaii, at which point they will split into two pairs - one of those pairs will proceed to Australia, with the other heading for Japan. Called PacX (for "Pacific Crossing"), the project will constitute the longest voyage ever completed by an unmanned ocean vessel.

they were paving from LV all the way to the T intersection, not a think one like the one here in town but they widened the road by a few inches. no pavement added to the middle of the road. So instead of being crowned it is now flat and as mentioned 3 or so inches wider. I will post a pictures later.

since iwindsurf is down for our area try my neighbors, but his has always been about 30% low. but at least you can see it is blowing. low because the house blocks the sensor.

I can tell you it is a strong el norte today and yesterday was also good. yesterday sand was blowing at ankle height. today it should be at calf. today it started very early before we woke up.

ROAD REPORT

We have gotten several questions about the condition of Mex 1 north of Guerrero. Here is an up-to-date report from Bill and Sue Evants who JUST returned from San Ignacio.
Going South:
K-39, south of Maneadero: Lots of construction for road widening. No pavement. Huge holes on the side of the road have been cut in for putting in drainage ports. Some of these holes are 6 feet deep and not marked. Not recommended to drive this area at night. Construction is on-going so it will be changing often. This construction goes from a few miles south of Maneadero all the way to Santo Tomas at KM-49.
KM 106: Between El Rosario and Catavina, KM 113-130. They are repairing bridge abutments and widening them for future road widening. Many of these abutments have been chiseled out into the road and not all of them have markers. Two cars cannot pass at one of these cut outs so be aware and go slowly. There is new pavement in this area but it ends at KM 131.
KM 193, new pavement begins again but no lines have been painted on the asphalt.
KM 208, Pedregoso. They are repaving this area and there are no lane markers or reflectors. Where they are actively working, there is no pavement at all and at times only one lane is open. Pavement reopens around KM 214 but this area has not been worked on and is very rough with lots of pot holes.
AT KM 66 south of Rosarito, more road widening and continues for several miles south of the check point. There is a major detour on dirt south bound. This ends at KM 80.
Other than these specific areas, the road is is good shape and the areas that have been widened are wonderful to drive on. In many places in Baja California Sur, they have made wide shoulders for the road. We aren't sure if these are being done in anticipation of widening the road, but they are wonderful for safety.

A woman on a surfboard and two people aboard a kayak were nearly engulfed by a humpback whale that charged out of the water, its mouth agape, just a few feet away. Barb Roettger's video of the amazing encounter, which occurred near Santa Cruz, Calif., was posted Wednesday. The incident is one of several recent close calls in the area, where a small pod of humpback whales has been surface lunge-feeding on anchovies unusually close to shore. They've become a major draw for kayakers and boaters and at least one kayaker has been capsized, and a sailboat was struck by a whale. This circus atmosphere has led to an enforcement presence in an attempt to keep people at a safe distance from the potentially dangerous leviathans.

there may be an issue out at the point, bay of dreams/pt hotel area. Went out that way to go snorkeling. several miles past augua marga there is a roadblock of about 40 not smiling men. Looks like they have been there for a while including night. We were not allowed to pass. so if you are up for just a joyride, give us some feedback.

a new department store has now opened next to Home Depot. It is called Liverpool and is very popular on the mainland. I have been in one on the mainland and they are a high end Nordstroms type of store.

Just in case anyone is interested, Liverpool was first called The Cloth Case. It was founded in 1847 by a Frenchman who first started selling clothes in cases in Mexico City. In 1872 he started importing merchandise from Europe. Much of the merchandise was shipped via Liverpool, prompting him to adopt that name for his store.

Now you know more than you need to know about the Liverpool chain. And yes, I do have more to do than to look up trivia, but I wanted to know also.

and I can not emphasize enough do not drive on the arroyo road. It really must be a nightmare. FYI they are building another road on the other side of the arroyo to alleviate this problem and will make each side 2 lanes one way. this will be a great traffic fix. the new side arroyo road will connect all the way down to the malicon road. this will give us a good way to even get to the new Mega Grocery Store by the old CCC now Chedruai without the mess of traffic.
